    Summary

    The Recreational Trails Program is an 80/20 matching grant program that provides funding for both motorized and non-motorized recreational trail projects. Examples of eligible projects include construction of new recreation trails, restoration of existing trails, development and rehabilitation of trailside and trailhead facilities and trail linkages, purchase and lease of recreational trail construction and maintenance equipment, land acquisition/easements, trail accessibility assessment. The construction of new recreation trails is given the highest priority.


    The RTP is administered at the state level through the North Dakota Parks and Recreation Department (NDPRD), and federally through the Federal Highway Administration (FHWA).

    Ineligible projects/expenses include:

    • Condemned Land as Matching Value
    • Feasibility Studies
    • Environmental Evaluation and Documentation
    • Law Enforcement
    • Planning
    • Sidewalks
    • Roads
    • Overhead
    • Indirect Costs

    Projects must be legally and physically accessible to the public or be a portion of an identified trail

    project which, when completed, will be legally and physically accessible to the public. This is a reimbursement program; therefore, 100% of the cost of any eligible item must be incurred and paid by the Federal-aid recipient before submitting a request for reimbursement to OPRHP.


    The RTP legislation requires that States use 30% of funds for non-motorized recreation, 30% for motorized recreation, and 40% for diverse recreational trail use. More information on the Federal legislation and program guidance can be found at: http://www.fhwa.dot.gov/environment/recreational_trails


    Projects will be ranked based on the categories below.

    1. Construction of new recreation trails
    2. Restoration of existing trails
    3. Development and rehabilitation of trailside and trailhead facilities and trail linkages4. Purchase and lease of recreational trail construction and maintenance equipment
    4. Land acquisition/easements
    5. Trail accessibility assessment

  • Eligibility Details

    Grants may be awarded to any of the following:

    • Non-profit organizations - A qualified non-profit organization is one that meets the following criteria:
      • Registered with the State of North Dakota as a non-profit for a minimum of 5 years.
      • Will name a successor at the time of any change in organizational status (for example, dissolution). A qualified successor is any party that meets the eligibility criteria to apply for RTP funds and is capable of complying with all RTP responsibilities. NDPRD recommends, whenever possible, a government agency be sought as a successor. A successor organization must agree, in writing, to complete all RTP project responsibilities should the original organization's status change.
    • Municipal agencies (cities, towns, counties, school districts, park districts, public housing agencies, etc.)
    • State agencies (North Dakota Parks and Recreation Department, North Dakota Forest Service, North Dakota Game and Fish).
    • Federal agencies (Bureau of Land Management, U.S. Forest Service, National Park Service, U.S. Fish and Wildlife Service, etc.)
    • Other government entities (tribal governments, regional governments, etc.)

    Deadline Details

    Applications opened on April 1, 2022. Applications were to be submitted by April 29, 2022.

    Award Details

    Awards range from $10,000 to $200,000. Cost sharing/matching of 20% is required. Matching may be in the form of cash, force amount, professional services, supplies and materials, volunteered labor, equipment usage/donation, real property, or tribal funds.
